Westminster Insight’s TEF and Quality Regulation Reform Conference takes place at a pivotal moment for English higher education as the Office for Students consults on a fundamental redesign of the Teaching Excellence Framework and the wider quality regulation system. It will reshape how institutional excellence is assessed, evidenced and communicated to students.
The proposed reforms will move TEF from a periodic exercise to a continuous, risk-based regulatory system covering all OfS-registered providers, with assessment cycles linked to risk monitoring, targeted investigations, and strengthened incentives and interventions. Over time the scope is expected to widen to include postgraduate and modular learning.
This conference will help institutions understand what the changes mean in practice and how to stay ahead of the evolving requirements. Learn from former TEF panel members with experience of assessing institutions and gold and silver TEF award winners with experience of being assessed. From across the full spectrum of English higher education providers, from large research-intensive universities to teaching-focused civic institutions, colleges and specialist providers.
Our expert speakers will examine key preparation priorities, including strengthening governance and accountability, enhancing data and evidence systems, and ensuring workforce capacity and capability.
Take a detailed look at the revised approaches to student outcomes and student experience assessment. Understand what quantitative indicators and qualitative evidence will be assessed and how to improve your provider and student submissions. With a stronger emphasis on contextual factors across different provider types and student groups, gain insight into shaping a compelling institutional narrative.
With a renewed focus on equality of opportunity, examine how to evidence and demonstrate consistent outcomes for disadvantaged and underrepresented students.
As the OfS moves to continuous risk-based monitoring, intervention, and investigations between TEF cycles, understand how to strengthen internal quality assurance and early-warning systems to identify and address emerging risks before regulatory escalation.
The final session will examine the impact these reforms will have on institutional reputation. Gain practical guidance on communicating TEF ratings effectively as they become more transparent and increasingly influential in student choice, recruitment, and financial sustainability.
