Basic compliance assessment (BCA) thresholds and a new banding system are expected to change from June 2026; an updated guidance on the Agent Quality Framework, and a DfE response to the International Student Levy is also expected soon, with changes coming into force in 2028/2029. We will hear perspectives from legal experts and suggestions from sector leaders on how to navigate these changes to ensure international enrolment is inclusive, sustainable and compliant.

With a stronger focus on Transnational Education (TNE) as a scalable and sustainable route to grow educational exports, we will explore what type of support is in place to enter new markets through diplomatic efforts, local education champions and insights from key partners, including the British Council and its recently launched TNE Strategy. We will evaluate considerations before expanding to new markets, including workforce challenges and student regulations, along with geopolitical factors. This conference will feature examples of different TNE models and international branches to review the risks and benefits of different models.
