Event Summary

Chapter 2 of Social Tenant Access to Information Requirements (STAIRs) comes into force on the 1st April 2027. Alongside proactively publishing information about their activities, Private Registered Providers (PRPs) will be required to respond to tenant requests. Hear directly from The Housing Ombudsman Service who will play a key role in resolving disputes where information has been unreasonably withheld or access requirements have not been met.

Join Westminster Insight’s Social Tenant Access to Information Requirements Conference to hear directly from the Regulator of Social Housing on meeting new requirements and gain the confidence to embed them across your organisation.

This practical and timely conference will focus on building operational readiness, strengthening data and information management and fostering a culture of transparency and accountability

Gain insight into regulatory expectations and emerging best practice for compliance. Understand how to apply exemptions and withholding criteria appropriately to manage legal risk. As handling personal data will be a key consideration under STAIRs, hear from our legal expert on maintaining compliance.

Whilst the policy intent behind STAIRs is clear, the operational implications are significant. Many providers are asking what good implementation will look like in practice. Find out how organisations are preparing for Chapter 2 and learn how strong governance and leadership can establish the right frameworks, processes, and accountability structures from the outset. You will also hear key lessons and practical insights from a local authority landlord’s experience of managing Freedom of Information (FOI) requests

We will explore how to design effective request handling workflows and robust information management processes to ensure STAIRs requests are managed efficiently and consistently. Learn how to handle complaints and complex requests through thorough documentation of decision making and clear communication.

Beyond compliance, STAIRs presents an opportunity to strengthen tenant trust and drive service delivery. Explore how landlords can use information requests to identify trends, improve performance and support better decision making. Hear how meaningful resident engagement and a strong focus on accessibility can foster a culture of transparency and improve tenant satisfaction.

Social housing providers must treat STAIRs as a transformational policy shift, don’t miss this opportunity to take away practical guidance and leave ready to manage STAIRs implementation with confidence.
