Attend Westminster Insight’s full-day Decarbonising Homes Conference to explore the future of policy and funding to decarbonise homes in the social housing sector.

With a target to retrofit 5 million homes by 2030, and from 2028, all new homes to be built to the Future Homes Standard, we will focus on solutions and partnership working to overcome the delivery challenges inhibiting the pace and scale of adoption.

Social housing includes some of the hardest UK stock to decarbonise. For councils and housing providers looking to turn the Warm Homes Plan into action, now is the time to act. We will cover progress of the Warm Homes: Local Grant and the Warm Homes: Social Housing Fund (WH:SHF), the lessons learnt from previous retrofits, and support available to councils and providers to deliver the schemes.

With a focus on retrofit reform, we will review the recommendations from the Retrofit System Reform Advisory Panel to improve consumer protections, next steps for the Warm Homes Agency, proposals for a new set of standards, accreditation of installers, and a more robust approach to collaboration and quality assurance.

The Future Homes Standard sits alongside the Warm Homes Plan’s retrofit programmes as two halves of the same ambition: it requires new homes to be built energy efficient and zero-carbon ready from the outset, avoiding the need for retrofit work later. We’ll explore the new implementation timeline, and what this means for social housing and the wider supply chain.

EPC reform is incoming in 2027, replacing the single A–G rating with four separate metrics – Fabric Performance, Heating System, Smart Readiness and Energy Cost – calculated through the new Home Energy Model. We will share how providers are preparing for this shift, and Minimum Energy Efficiency Standards (MEES) under a phased approach.

We will look at build cost and delivery capacity challenges, and innovative technologies and solutions – high fabric performance, insulation, ventilation, solar PV, heat pumps, smart metering, and more. You will gain practical advice on achieving cost-efficient and sustainable homes through a whole-building approach.
