Westminster Insight’s SEND Reform Conference provides a timely opportunity to get up to date with the evolving SEND landscape, including proposals from the Schools White Paper, the SEND Reform consultation, and the Children’s Wellbeing and Schools Act 2026.

We will explore the new three-tier model of support to identify, assess and address needs and will learn how Individual Support Plans (ISPs) will be introduced and used in practice.
Get to grips with changes to EHCPs for pupils with more complex needs, the introduction of Specialist Provision Packages and “Experts at Hand” services.
With schools expected to publish an annual inclusion strategy, you will learn from examples of effective inclusive practice already being implemented. Including adapting curriculum design, teaching approaches, resources, and learning environments to meet diverse needs.
Guidance will be provided on how to demonstrate the impact of inclusion strategies in line with Ofsted’s updated inspection focus.
In addition, the event will address changes to SEND funding and implications for both schools and local authorities to establish sustainable financial models.
Successful implementation of these reforms depends on a skilled and confident workforce. We will explore government plans to enhance teacher training and professional development, alongside strategies for building shared responsibility for SEND across all school staff and strengthening collaboration with external professionals.
Consideration will also be given to helping parents and carers navigate the upcoming changes to the SEND system.
