Starting on 1 August 2025, the OfS brought in a new condition of registration (E6) requiring higher education providers in England to set out policies and procedures for tackling harassment and sexual misconduct. This follows a survey that indicated 20% of students had faced unwanted sexual behaviour, with most of these incidents occurring within a higher education setting.

The new condition sets clear expectations to address harassment and sexual misconduct through measures including training, support, and reporting pathways.
