Almost a million 16–24-year-olds in the UK are Not in Education, Employment or Training (NEET), with more than half deemed to be economically inactive, meaning they are not looking for work. Understanding and addressing this challenge requires a fresh and urgent approach.

Westminster Insight’s timely NEETs Conference brings together leaders working in education, skills, training, employers, VCSE, welfare, and healthcare to discuss the Government’s priorities for reducing NEETs.

Debbie Abrahams, Chair of the Work and Pensions Committee will examine the underlying causes and impacts of NEETs outlined in the ongoing Milburn Review and identify system-wide reforms across education, health, and welfare to improve outcomes. With interim findings expected in Spring 2026, and a final report due in Summer 2026, attend this conference to gain insight into the rising levels of youth disengagement and the complex barriers to participation. This includes first-hand experiences from a young people’s panel sharing practical recommendations for change.

We will cover the current and planned investment, key programmes, reforms, and delivery timelines for the Youth Guarantee, including a new Youth Jobs Grant and expanding the Jobs Guarantee.  What lessons can be transferred from Wales’s five-year experience of delivering their Young Person’s Guarantee?  Hear directly from employers about how to support them to engage with the Youth Guarantee and how to overcome barriers to aligning young people’s skills with business needs.

With a shift to prevention, we will explore strategies to sustain young people in education and training. How can organisations work together to ease transitions to employment through improved curriculum, careers advice, vocational education, and work experience?

Finally, we will take a look at the evidence so far – what interventions actually work to improve youth employment?
