Event Summary

The National Risk Register 2025 identifies climate and weather-related hazards as among the most serious threats facing the UK. Extreme weather events — heatwaves, flooding, storms, drought — are increasing in both frequency and intensity. The systems we depend on, from local emergency response to national infrastructure, must adapt.

This conference brings together representatives from central government, emergency responders, Local Resilience Forums, infrastructure providers, and the voluntary, community, social and faith (VCSF) sector to strengthen the UK’s preparedness and response.

Hear from senior government officials on delivery of the Resilience Action Plan. We will examine how agencies can work more effectively together before, during and after an extreme weather event, with greater coordination across government and local partners.

You will hear from a new Local Resilience Forum (LRF) Trailblazer on strengthening local coordination and response. We will also explore how data, AI forecasting models and emerging technologies are helping to shift the UK’s approach from reactive to predictive.

You will hear about implementation of the Adverse Weather Health Plan and measures to protect health and mitigate the impacts of adverse weather and climate change on vulnerable groups. With heat-related health risks a growing priority, learn how to use the Local Authority Risk and Adaptation (LARA) Toolkit: Heat Edition to identify gaps and protect vulnerable groups.

The conference will also explore how emergency responders and local authorities are preparing for cold weather events, including the risks associated with severe storms, snow and winter conditions. Hear case studies on protecting critical infrastructure from storms and severe weather.

Often overlooked, severe space weather can disrupt a wide range of technologies and endanger life. Improve your knowledge of space weather as a risk and assess your response.

We will share good practice and innovation in flood and coastal erosion risk management, including government plans for new flood defence schemes, as well as nature-based solutions for landslips, coastal erosion and wildfires. As the UK faces increasing pressure on water resources, the conference will address drought risk, adaptation planning and long-term resilience. We will hear about the UK’s approach to climate change adaptation, including an update on the National Adaptation Programme (NAP).

Extreme weather disproportionately affects vulnerable populations. We will examine the key role of VCSF organisations in identifying and supporting vulnerable groups during an emergency.

We also will consider what a whole-of-society approach to resilience means in practice, with individuals, community groups, businesses and organisations all playing a meaningful part.

Bringing together government and across sectors, we will share learning, best practice and practical actions to enhance the UK’s preparedness and resilience.
