The number of children placed in Alternative Provision (AP) settings by local authorities has doubled over the past five years. With the DfE’s Arranging Alternative Provision guidance released earlier this year, the Children’s Wellbeing and Schools Bill making its way through Parliament, and the updated Ofsted inspection framework, there is increased focus on high-quality, inclusive, education for all children in AP.
Join Westminster Insight’s timely Alternative Provision conference, chaired by Jo Heaton OBE, Member of the DfE Advisory Board, for insights on recent policy developments, government priorities, and best practice. As we await new policy, including the Schools White Paper, experts will provide the latest updates while looking to the future of AP.
We will deep dive into next steps for funding and commissioning, including embedding a tiered model, and the new duty for local authorities to publish multi-year AP strategies. You will hear from senior stakeholders in local government and education about locally negotiated AP commissioning and what successful multi-year AP strategies look like in practice. Understand the difference between core and top-up funding and explore how to improve funding transparency.
With new guidance fornon-school alternative provision (Aug 2025), how can unregistered APs, local authorities, and schools work together to comply with the new voluntary national standards? Ensure you are meeting the requirements for safeguarding, health and safety, admissions, and quality of education.
School leaders will share case studies: improving pupil outcomes, embedding inclusion, strengthening collaboration, and innovative approaches to reintegration and support. Hear from a range of AP settings on how to meet and go beyondstatutory safeguarding requirements. Learn how you can you strengthen safeguarding frameworks and ensure clear accountability for every AP placement. Put your questions to our panel of experts on key issues including emotional based school avoidance (EBSA), child wellbeing, and SEND.
With the new Ofsted inspection framework, get your AP setting ready to meet updated expectations on commissioning, monitoring, and reintegration planning.
Don’t miss the opportunity to network with colleagues from across the North East and take away ideas to strengthen your local approach to alternative provision

A complete AP attendance system for schools, providers and Authorities. Set, change and review timetables. Key Workers and Education Welfare Officers know instantly where any of their case load is at any time. Simple and clear cohort reporting, grouped by provider, filtered by school. Create virtual schools for Perm Ex or LAC cohorts. The referral process is embedded within the system making gatekeeping the appropriateness and success provisions easy. The most powerful aspect of the system is that as soon as a Provider enters a mark (with or without a comment) the school (virtual or real) can see it.
