Event Summary

Stalking is a high-risk, often misunderstood crime that can escalate rapidly. According to the ONS, around one in seven people aged 16 and over in England and Wales has experienced stalking.

The Government has announced a range of new measures to tackle stalking and strengthen protections for victims.

New Independent Stalking Advocate Statutory Guidance, issued in February 2026, mandates consistent, specialist support for victims. The Crime and Policing Bill will introduce new ‘Right to Know’ statutory guidance, alongside multi-agency statutory guidance on stalking. Stalking Protection Orders will be more widely available. National standards for perpetrator rehabilitation programmes will be published, and the Government recently announced an expansion of electronic tagging, with a £5 million pilot to introduce proximity monitoring technology.

Attend Westminster Insight’s timely half-day conference bringing together police, criminal justice, health, local authorities, and VCS. Chaired by Paladin, our expert speakers will provide relevant policy and legislative updates, including the Government’s Freedom from Violence and Abuse Strategy, and next steps following the review of stalking legislation being led by Richard Wright KC. Learn about making effective use of the new measures, guidance, tools, and funding to pursue offenders and safeguard victims.

We will showcase successful multi-agency collaboration, including hearing from the Suzy Lamplugh Trust, Hampshire & Isle of Wight NHS Trust, PCC Joy Allen from County Durham and Darlington, and the Force Lead for Stalking at Cheshire Police. With a spotlight on health, we will explore early health interventions to reduce reoffending and improve outcomes for victims. Sessions will explore the impact of technological advancements upon stalking behaviour and anti-stalking strategies, including the rise of cyber stalking, and the innovative use of AI to identify stalking cases.
