Event Summary

The Government launched the Warm Homes Plan on 20th January 2026.

Bringing together housing associations, local authorities and policymakers, Westminster Insight’s Decarbonising Social Housing Conference will examine the next steps for the Warm Homes Plan, the Warm Homes: Social Housing Fund (WHSF), the Future Homes Standard and more.

Hear the details on the Government’s Warm Homes Plan from Minister McCluskey, Minister for Energy Consumers. Social landlords must prepare for the Future Homes Standard, which will fundamentally change how new homes are designed, built, heated, ventilated, and maintained. Hear more on this from the Future Homes Hub, and from RISE on the current Wave 3 of the Warm Homes: Social Housing Fund with £1.29bn supporting 144 projects through to March 2028.

Delivery of both the Warm Homes Plan and the WH:SHF will depend on the capacity of local authorities, housing associations, and the retrofit supply chain — from skilled labour to quality assurance processes such as PAS 2035, and overall supply-chain readiness. This one-day conference will explore practical approaches to meeting these challenges, including how to build resident trust, communicate the benefits of retrofit works, and address the most common barriers to successful delivery.

With homes responsible for almost a fifth of the UK’s carbon emissions, this is a key opportunity to hear the latest policy updates, learn from sector experience and network with peers working to improve the energy performance of social housing.
