Phil has been an active member of The National Association for Pastoral Care in Education (NAPCE) both regionally and nationally, since his first year in teaching in 1982. He is the Chair of the National Executive Committee and a member of the Editorial Board for the Journal. Phil has written articles for publication on pastoral issues and is a peer reviewer for the Journal. His publications include guidance on effective pastoral support and developing social and emotional skills. He edited and contributed to the book ‘Pastoral Care in Education. New directions for new times’. He is currently writing a chapter about how effective pastoral care supports SEND for a book to be published in 2026.

Phil retired from leadership roles in schools in 2017 and now works as an educational consultant supporting schools with developing pastoral support systems, leadership, and school improvement. His experience of leadership in secondary schools, includes roles as Deputy Headteacher and Headteacher. He has experience of supporting schools as a Specialist Leader of Education specialising in leadership, pastoral care, behaviour and improving attendance. He is an Educational Performance Coach. Phil is an experienced trainer and regular speaker at conferences. Phil has been a governor in both primary and secondary schools for over thirty years and is currently Chair of Governors for a federation of schools in Worcestershire.

Jon Andrews is Head of Analysis and Director for School System and Performance at EPI. He has published a wide range of studies including: ‘The performance of multi-academy trusts and local authorities’, ‘School revenue balances in England’, ‘Access to special schools in England’, and ‘Grammar schools and social mobility’. He worked in the Department for Education from 2003 to 2016 as a statistician.

Victoria works for Hampshire’s Improvement and Advisory Service (HIAS) supporting school improvement across a range of settings, with a focus on securing strong provision and outcomes for children and young people experiencing socio-economic disadvantage. Her role involves working with settings at many different levels, including providing whole school and leadership support, offering training and in-school support for governors, leaders and practitioners, and undertaking whole school reviews. Her work on disadvantaged pupils has led to her being commissioned by a number of Research Schools, Oxfordshire local authority (LA), West Sussex LA, Surrey LA, various multi academy trusts and by Jersey LA as part of their implementation of the Jersey Premium.

Phil is deputy headteacher of Greenshaw High School in South London and Director of the Greenhaw Research School, part of the EEF Research School Network. He is an experienced senior leader with over 20 years working in secondary schools in London and the South East on improving outcomes for disadvantaged pupils. His expertise is in addressing social and economic disadvantage, teaching and learning and professional development.

With over 20 years of experience across every phase of primary education, Jamie has worked in a wide range of settings — from SEND provisions and small village schools to new and thriving town schools. Having taught and led in five different counties, Jamie brings a deep understanding of what helps schools flourish in diverse communities. Before school leadership, Jamie served as a Mastery Maths Lead for Venn Essex Maths Hub, a Specialist Leader of Education, and a Pupil Premium Champion in several schools. Jamie has also supported teacher development as a tutor with local teaching school alliances. Now Executive Headteacher of two coastal schools in Essex, Jamie is passionate about improving outcomes and opportunities for all learners. Jamie is currently working with the EEF through the East Coast Collective partnership to raise achievement for disadvantaged pupils across four regions and has shared expertise nationally through DfE webinars and blogs.

Mark is Deputy Headteacher of St James School, leading on Quality of Culture. St James is a lead school for the DFE Behaviour Hub programme, working with other schools to develop a positive culture in the region. Mark is currently doing research for EEF around attendance intervention following continued attendance improvements at St James. Mark has been a pastoral senior leader in schools for 11 years.

Matt Bromley is an education writer and advisor with over twenty years’ experience in teaching and leadership including as a secondary school headteacher / principal, FE college vice principal, and MAT director. Currently, Matt is a public speaker, trainer, school improvement advisor, and primary school governor. He remains a practising teacher, working in secondary, FE and HE settings, and is the lead lecturer on a national ITT programme. Matt writes for various magazines, has numerous best-selling books on education, is the School and College Curriculum Design and co-hosts the award-winning SecEd podcast. He regularly speaks at national and international conferences and events, and he delivers teacher-training.

Nathaniel Juniper Stephenson is an experienced educator and Assistant Head Teacher with a specialist focus on supporting disadvantaged students. He leads on pupil premium strategy, driving whole-school approaches to equity and inclusion, and is the creator of the ‘Starfish Strategy’—a CPD framework designed to raise staff awareness and promote relational, targeted support for vulnerable learners. Nathaniel has held a range of pastoral and safeguarding roles, including Mental Health Lead, Trauma-Informed Schools UK (TISUK) Practitioner, and Deputy Designated Safeguarding Lead, and brings a holistic, wellbeing-focused lens to his leadership. He holds a PGCE from Cambridge University and has a background in science education, underpinned by postgraduate research in marine mammal science.

Liz Zoccolan is Lead for Inclusion at the Red Kite Learning Trust, a trust of 16 schools across North Yorkshire and Leeds including primary, secondary and an all through setting.  Liz is also chair of the Red Kite Alliance secondary SENCO Curriculum Learning Community, a partnership of more than 60 schools and institutions throughout Yorkshire across all phases and contexts that have come together to help improve the learning and achievement of the young people in their communities. She has worked in primary, secondary and all-through schools both as a teacher, SENCO and senior leader. She holds the National Award for SEN, is a qualified dyslexia specialist, access arrangements assessor and is currently facilitating on the new NPQ SEND.
